International Announcements and Promotions
It is my privilege to share with you information regarding international appointments and promotions proposed by the International Appointments Board and approved by the General.
EFFECTIVE 1 JANUARY 2026
COLONELS JAMES AND SUE-ELLEN BETTS, officers of the USA Eastern Territory currently serving respectively as National Chief Secretary and National Secretary for Personnel/National Secretary for Spiritual Life Development, USA National Headquarters, are appointed as Territorial Leaders of the USA Western Territory; Colonel James Betts as Territorial Commander and Colonel Sue-Ellen Betts as Territorial President of Women’s Ministries. They will take up their new appointment responsibilities with the rank of commissioner; Colonel James Betts on 3 January 2026 and Colonel Sue-Ellen Betts on 4 January 2026. They will succeed Commissioner Doug Riley, who will retire from officer service on 31 December 2025 and Commissioner Colleen Riley, who will take an appointment in the USA Western Territory.
COLONELS EDDIE AND GENEVERA VINCENT, officers of the Canada and Bermuda Territory currently serving respectively as Chief Secretary and Territorial Secretary for Women’s Ministries, USA Western Territory, are appointed as International Secretaries for the Americas and Caribbean Zone, International Headquarters. They will take up their new appointment responsibilities with the rank of commissioner; Colonel Eddie Vincent on 1 January 2026, and Colonel Genevera Vincent on 2 January 2026. They will succeed Commissioners Kenneth and Cheryl Maynor, who will retire from officer service on 31 December 2025.
LIEUT-COLONELS IVAN AND JENNIFER WILD, officers of the USA Western Territory currently serving respectively as Secretary for Personnel and Assistant Secretary for Personnel in that territory, are appointed as Chief Secretary and Territorial Secretary for Women’s Ministries, USA Western Territory. They will take up their new appointment responsibilities with the rank of colonel.
COLONELS IVAN AND CHRISTINE ROCK, officers of the USA Eastern Territory currently serving respectively as Chief Secretary and Territorial Secretary for Women’s Ministries/Territorial Secretary for Officer Development and Care in that Territory, are appointed as National Chief Secretary and National Secretary for Personnel, USA National Headquarters.
MAJORS STEWART AND CRISTA DALRYMPLE, officers of the USA Eastern Territory, currently serving respectively as Divisional Commander and Divisional Director of Women’s Ministries, Northern New England Division, in that territory, are appointed as Chief Secretary and Territorial Secretary for Spiritual Life Development, USA Eastern Territory. They will take up their new appointment responsibilities with the rank of colonel.
LIEUT-COLONELS STEPHEN AND THERESA MALINS, officers of the Southern Africa Territory currently serving respectively as Territorial Commander and Territorial President for Women’s Ministries, Angola Territory, are appointed as Territorial Leaders of the Southern Africa Territory; Lieut-Colonel Stephen Malins as Territorial Commander and Lieut-Colonel Theresa Malins as Territorial President of Women’s Ministries. They will take up their new appointment responsibilities with the rank of colonel. They will succeed Commissioners Torben and Deise Eliasen, who will retire from officer service on 31 December 2025.
MAJORS SERGIO AND ANA NSUMBU, officers of the Angola Territory currently serving respectively as Chief Secretary and Territorial Secretary for Women’s Ministries, in that Territory, are appointed as Territorial Leaders, Angola Territory; Major Sergio Nsumbu as Territorial Commander and Major Ana Nsumbu as Territorial President of Women’s Ministries. They will take up their new appointment responsibilities with the rank of lieut-colonel.
MAJORS MARUILSON AND FRANCISCA DE SOUZA, officers of the Brazil Territory currently serving respectively as Training Principal and Education Officer in the Mozambique Territory, are appointed as Chief Secretary and Territorial Secretary for Women’s Ministries, Angola Territory.
